Freetown, Monrovia and independent Haiti produced three small westernised ruling groups, each roughly one or two percent of its population, and Bellegarde-Smith reads them together as one phenomenon. Constitutions, declarations of independence, and the writings of figures such as Ogé, Vastey, Ardouin and Delorme are set beside the settler literature of Liberia and Sierra Leone to show a shared posture: Christian, European educated, convinced of a civilising mission over the interior or the countryside, and defended by land laws barring foreign ownership. He then tracks their common economic collapse. Haitian, Krio and Americo-Liberian merchants controlled coastal and inland trade into the middle of the century, then lost it to European steamship lines, Lebanese firms and American banks, after which education and office replaced commerce as the route to standing. The essay presents itself as groundwork for a longer study rather than a finished argument.
