A proposed autonomous government agency that would coordinate Haiti’s policies and programs for its citizens abroad. HODMA would serve as a central hub for migrant protection, diaspora engagement, labor agreements, and investment facilitation, reporting directly to the Prime Minister. It’s modeled after similar agencies abroad, but designed to avoid conflicts of interest between labor export promotion and migrant rights protection.
