The Haitian Economy: Man, Land and Markets

Fourteen essays, most of them previously published in journals, are gathered here as a companion volume to Lundahl's Peasants and Poverty. The organising claim is that Haitian agriculture can neither feed the country nor sustain rural incomes, and that the causes are domestic. Population growth pushes cultivation towards labour-intensive crops on erodible hillsides, the soil degrades, and income per head from farming falls. Technology stays primitive for reasons located in relative factor prices, indivisibilities, high effective interest rates and risk. Governments have taxed agriculture and foreign trade while investing in neither. Individual pieces examine agrarian property rights under population pressure, sharecropping between generations, migration to Cuba and to the Dominican Republic, imperfect competition in coffee marketing, price series correlation as a test of market integration, and cooperative structures. A reply to Giovanni Caprio defends the use of neoclassical tools and rejects the charge that the analysis lacks historical and international dimensions.
