Le Nouvelliste studies the psychology of the Haitian people

Le Nouvelliste, the oldest daily in the country, published a study of the psychology of the Haitian people on 17 October 1907. Its claim was that no government can work without an accurate understanding of the character of the governed. This was a growth industry. Every literate country in 1907 had writers producing accounts of the national soul, and in Haiti the genre carried extra weight, because foreign authors had been publishing their own versions for a century and those versions were used to justify contempt and, later, invasion. A Haitian paper writing the psychology of Haitians was taking the pen back. The method had a cost that nobody saw at the time. Once national character becomes the explanation for political failure, the country's problems stop being about land, debt and the army and start being about what Haitians are like. That move was available to reformers in 1907, to the Americans after 1915, and to the noiriste politicians of the 1940s, who used it best of all.
