Sthenio Vincent became president in 1930 with one stated purpose, which was to see the American military leave Haiti. He pursued it by negotiation rather than by confrontation. The plan he worked out provided for Haitianisation of the armed force, meaning that Haitian officers would take over the Garde the Americans had built and trained, on a timetable both governments could live with. Alongside that he gave Washington the assurance it actually cared about, that American money already in Haiti and American money still to come would find conditions it liked. Both halves are the man. Vincent had spent his career in the nationalist opposition and he came in on nationalist votes, and what he delivered was an orderly transfer that left the financial machinery of the occupation standing after the troops had gone. The marines left in 1934. Vincent stayed until 1941, ruling with the police methods he had learned by watching, and jailing the writers who had campaigned against the occupation beside him.

Hoover's social scientists reported that infant mortality among black Americans in 1930 was nearly double the white rate, ten per cent against six, and that black life expectancy was fifteen years shorter, forty five years against sixty. Fewer than five per cent of eligible African Americans in the eleven states of the former Confederacy were registered to vote as late as 1940. Separate waiting rooms, separate drinking fountains, separate churches and deliberately inferior schools were the ordinary furniture of life, and the few industrial jobs in the South were closed to black workers. C. Vann Woodward called the arrangement an anthropological museum of southern folkways and dated its perfection to the 1930s. The historian Ulrich Phillips wrote in 1928 that white southerners shared one settled resolve, that the region should remain a white man's country. This is the United States that occupied Haiti until 1934.

Legba was called the Devil only by people taught it by missionaries

Legba is the youngest son of the Dahomean sky gods, the messenger who carries decisions from Mawu to the powers that execute them, and the one who can refuse to deliver a message or bend it in favour of a man who has fed him well. Every household, every village, every cult house and every individual keeps a Legba shrine, always near the entrance and always outside. A small mound of earth goes up as soon as a child is born and is enlarged when the child reaches adolescence. Missionary writing described Legba as the counterpart of the Christian Devil and explained his position outside the walls by the harm he does. Herskovits reported in 1931 that Dahomeans did not fear him and probably loved him more than any of the other great gods. Where he did hear the identification with the Devil from a Dahomean, the speaker had learned it in contact with missionaries.

Santo Domingo becomes Ciudad Trujillo and the border becomes a project

In 1936 the Dominican capital of Santo Domingo was renamed Ciudad Trujillo after Rafael Trujillo, who had taken power in 1930 and would hold it until 1961. Trujillo and his supporters used the word dominicanizacion for their effort to mark the line between Haiti and the Dominican Republic, meaning to make a black Haiti and a white Dominican Republic visibly distinct. Along the frontier itself this took a practical form. His government granted peasants large tracts of land to farm and charged them with administrative duties on behalf of the state, in order to fix their loyalty and their Dominican identity in a region where daily life ran on community relationships and crossed the border constantly. The same programme had a second instrument called blanqueamiento, whitening, pursued by encouraging European immigration during the Second World War. In October 1937 Trujillo ordered the killing of dark skinned people living in the border zone, and estimates of the dead reach thirty thousand.
